BLISS was established in 1979 by a group of parents in response to a letter published in the Daily Telegraph. The letter highlighted the lack of consistent capital funding available for Intensive or Special Baby Care Units across the UK for premature and sick babies. Despite a total reliance on voluntary income, by 1999 the annual turnover had grown to over £1m.
Sandcliff was asked by BLISS's Chief Executive to undertake a review and evaluation of fundraising and produce a new 5-year strategy. A number of staff had left and it soon became apparent that urgent remedial measures were needed, as well as a parallel strategic planning process. Sandcliff was asked to provide a team of specialists to take over the whole fundraising function on an interim basis.
